Not enough money available, at least based on my understanding of the pool.  Between Appel and our 2.1 pick, it didn't seem like there was an extra 3 MM lying around.

Overall Signing Status: With the signing of 10th round pick Austin Nicely (6/20 via BA's Callis) and 39th round pick Juan Santos (6/19 via MLB June 2013 transactions list), the Astros have signed 25 of their 40 2013 Draft picks and have signed 7 non-drafted free agents. The teams of the 4 Astros draftees who were previously playing in the College World Series have been eliminated from the tournament, and are now eligible to sign to sign.

Hasn't 18th-rounder Nelubowich signed (though I think I read he had a visa issue to clear up)?

There was a Twitter post that said he had signed, and a few other references to that as well, but BA doesn't have it, it is isn't on the MLB transaction page, and I haven't seen him on a roster yet so I''ve been leaving it off for the time being.  However, if you run across any kind of confirmation or additional information, by all means pass it along!

Per the MLB Transaction page (06/14/13), it also appears that HOU signed NDFA outfielder Alexander Melendez from the Puerto Rico Baseball Academy.  04/21/95, R/R. 6'1", 185.  Here is some video of him from the PG 2013 World Uncommitted Showcase in February.
